How to reconcile the two hadiths: “Is it anything but a part of you?” and “Whoever touches his private part, let him perform wudu’”?

Machine translationRead the Arabic original
The questioner : The evidence regarding desire now is with us in two hadiths: the hadith of Basr and the hadith of Talq.

The Shaykh : Earlier, may Allah bless you, a man was praying, and at that time they used to pray wearing shirts.

The questioner: Yes.

The Shaykh : Or they used to pray wearing only an izar, as there were no trousers. So he extended his hand to scratch his body, and unintentionally his hand touched his private part. He asked the Messenger of Allah, and he said to him:
Is it not a piece of you?! !
Sahih Ibn Hibban 8:85
Meaning: Was there any desire? The answer was:
A part of you بضعة منك
, so I cited the athar of Ibn Mas’ud:
Whether you touched it or I touched my nose
Musannaf Abd al-Razzaq 1:410
This is... because if we stop at the first hadith:
He who touches his penis should perform ablution.
Sunan Abi Dawud 181Sahih (Al-Albani)
there is no doubt that the general term "touching" means... or without desire, but what do we do with the other hadith:
Is it not but a part of you?
Sahih Ibn Hibban 8:85
.

The questioner : Meaning it was abrogated.

The Shaykh : Does this opinion align with the scientific principles of usul al-fiqh? Is the default rule to reconcile two conflicting hadiths, or to abrogate one with the other? What is the default? The default is reconciliation.

The questioner : If reconciliation is possible.

The Shaykh: Yes.

The questioner : If reconciliation is possible, meaning.

The Shaykh : And it was possible, especially through the understanding of one of the righteous Salaf, Abdullah ibn Mas’ud, regarding whom I saw it wise to mention the Prophet’s statement praising him:
Whoever would like to recite the Qur'an fresh as it was revealed, let him recite it according to the recitation of Ibn Umm 'Abd.
Musnad Ahmad 35, 36Hasan (35)
, and there are other hadiths that command holding fast to the guidance of Ibn Umm Abd.
Yes.
