Substituting it is not permissible in any way whatsoever. Substituting raising the hand for the salam is not permissible in any way whatsoever. However, combining raising the hand with the salam may be permissible at times and not permissible at others. If you are close and you say to the one greeting you, "Peace be upon you," then it is not permissible for you to raise your hand, because this raising is a sign of the non-Muslims. But if the one being greeted is far from you, and you greet him with your words and point to him with your hand, then there is nothing wrong with that.
