The Shaykh : Allah Mighty and Majestic says:
And the glorious Qur'an والقرآن المجيد
The waw here is a letter of oath, and the Qur'an—what is meant by the Qur'an is what we recite, which is the speech of Allah Mighty and Majestic, with which He truly spoke and cast it upon Jibril, whom Allah described with His saying:
[Who is] possessed of power and with the Owner of the Throne, secure [in position], ذي قوة عند ذي العرش مكين
[At-Takwir 81:20]
He has strength in preserving the Qur'an, and no one can snatch it from him, and it is a trust that was revealed to the heart of the Prophet (peace and blessings be upon him and his family). This is the Qur'an. And "the Glorious Qur'an": He described it here as glorious, and majesty is an attribute of greatness and authority. So the Qur'an is glorious, possessing dominance and authority; it dominates and is not dominated. Whoever holds fast to it has honor and dominance. And majesty, as I indicated to you, is honor, authority, and strength. So the Qur'an is glorious, and whoever holds fast to the Glorious one becomes glorious and dominant. So Allah the Exalted swore by the Qur'an in its description as glorious.
