Allah (Mighty and Majestic) says,In the name of Allah, the Most Gracious, the Most Merciful:
Qaf. By the honored Qur'an...ق وَالْقُرْآنِ الْمَجِيدِ
[Q:1] (Q) : A letter from the Arabic alphabet from which speech is composed. Like the other letters, it has no meaning in itself. It is well known that the Qur'an was revealed in the Arabic language. Since these letters have no meaning in the Arabic language, they likewise have no meaning in the Book of Allah (Mighty and Majestic) in terms of their intrinsic meaning.
As for the great and significant implication, it is that this Qur'an—which baffled the Arabs despite their eloquence and clarity—did not come with any new letters they did not know. Rather, it came with the letters they knew, and yet they were unable to produce anything like it. This indicates that it is the speech of the Mighty and Praiseworthy (Exalted and Majestic is He). For this reason, you will hardly find a surah that begins with these alphabetic letters without the Qur'an being mentioned afterward.

Here, the Exalted said:
And the glorious Qur'anوَالْقُرْآنِ الْمَجِيدِ
(The waw) is a letter of oath. Allah the Exalted swore by the Qur'an; for Allah the Exalted has the right to swear by whatever He wills. His swearing here by the Qur'an is swearing by His speech, and the speech of Allah the Exalted is among His attributes.
The scholars (may Allah have mercy on them) have stated that it is permissible to swear by Allah the Exalted or by one of His attributes. As for His signs, one does not swear by them unless the person intends by the signs His words, such as the Noble Qur'an, the Torah, the Gospel, and the like. As for the cosmic signs, such as the sun and the moon, it is not permissible for us to swear by them. However, Allah (Mighty and Majestic) has the right to swear by whatever He wills.
And the Qur'anوَالْقُرْآنِ
[Q:1] is derived from qara'a, meaning to recite, or from qara, meaning to gather,And from this: as in the word for village; because people gather in it,And the Qur'an encompasses both meanings:- so it is recited.

And the glorious Qur'anوَالْقُرْآنِ الْمَجِيدِ
[Q:1] means: possessing glory, which is greatness and absolute power. Thus, the Qur'an has its great greatness; it is dominant and controlling over all previous books, ruling over them, not being ruled over.
It is also glorious in that it glorifies, elevates, and makes manifest whoever holds fast to it. This is like His saying, the Exalted:
(21) But this is an honored Qur'an (22) [Inscribed] in a Preserved Slate.بَلْ هُوَ قُرْآنٌ مَجِيدٌ * فِي لَوْحٍ مَحْفُوظٍ
[al-Buruj:21-22] .
