Is the adhan for the Fajr prayer called according to the time of Makkah al-Mukarramah, or is it delayed by twenty minutes?

Machine translationRead the Arabic original
The questioner : O Shaykh Muhammad, regarding the adhan for Fajr, is it called after twenty minutes
......
?

The Shaykh : No, regarding the adhan, returning to the beginning, he says: Is the adhan for Fajr now called according to the time of Makkah al-Mukarramah, or do we wait twenty minutes? This is up to the Director of Endowments here; it is up to the Director of Endowments, just as with the adhan. But the matter of the prayer itself is controlled by the person.

The questioner : The officials of Endowments say we follow this pattern.

The Shaykh : Alright, since he said so, we follow it. Come here so you can speak into the microphone.

The questioner : In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds... all of you. O my brothers, we observe a charitable association where some people, may Allah guide us and them, come to the association and blame it for not providing cars to transport food from wedding halls. I would like to point out, my brothers, that the association did not intend to... yes, the association did not fall short, my brothers. It happened that a group of brothers came and said, "We are ready to cooperate with the association so that it provides us with cars and provides us with containers to transport the surplus food from wedding halls." The association responded to this matter two years ago. But these brothers' enthusiasm waned, and at the same time, the association prepared cars to transport the surplus food and also prepared containers. Also, there was a question in the wedding halls from members of the association regarding the surplus food: can it be stored and given to the poor, or do you give it directly to people who eat it? The owners of the halls replied that surplus food does not last; it is either given to farmers to benefit their livestock, or given to poor workers, and only a small amount remains that cannot be transported by cars. So, my brothers, I would like to remind all my brothers who may blame the charitable association in Unaizah regarding this matter. We ask Allah for success.
I would also like to point out to my Shaykh, may Allah reward him with good, that we, and I am among... that we may agree to large sums of money for some people, may Allah guide them, which includes gold, and this gold may reach one hundred thousand riyals. How can a person who wants to get married bear this amount? When will he provide it? When will he enter upon his wife? When will his soul be at rest? And perhaps much turmoil has occurred, my brothers, between the wife and the husband. It is incumbent upon us, my brothers, to remind all our brothers to lighten this burden. And I hope my Shaykh will also comment on this further. And thank you all.

The Shaykh : May Allah reward you with good. In any case, we benefited from what Shaykh Muhammad said. We benefited from it in two ways.
The first is the readiness of the charitable association to accept what happens with food leftovers, even if there was some slackness on their part.
The second thing is the encouragement to reduce mahr (bridal gifts), and this is something brought by the Shari'ah. And the most blessed of marriages is the one with the least expense. We ask Allah for success for us and for you, and that He return us and you with a good return, and that He make for us from these meetings good and blessing.
