What are the reasons you advise us to adopt in this difficult time?

The questioner : Shaykh Nasser, I want to ask about this same matter: should our constant practice be the Qur'an, and should we read the book of jihad from Fath al-Bari, and read specific books, and supplicate to Allah with prayers?

The Shaykh : There is nothing but supplication and seeking help from Allah to avert from this Ummah the fitnah (trial, discord or temptation) that has befallen them, which has no parallel in the entire history of Islam. As for reading books on jihad, whether from the books of hadith or the books of fiqh (Islamic jurisprudence), I believe this will not benefit us in any way. We say this frankly, and unfortunately, there is no banner raised for jihad in the path of Allah. It is not the time now for us to engage in this and to elaborate on this issue in detail, especially since all Muslims know that jihad had established its standing and its state had declined there in Afghanistan. The Muslims in all parts of the earth remained spectators, while it was obligatory upon them to mobilize entirely, as explicitly stated in the Noble Qur'an. Had they done so, the communist state would not have remained standing even after ten years of jihad in the path of Allah. Therefore, we deeply regret that there is no Muslim state that has raised the banner of jihad, so that we could prepare ourselves to read the verses related to jihad, the hadiths related to jihad, and the jurisprudential rulings related to jihad. This, unfortunately, as the grammarians say, has no place in the grammar of this era.
