All of you are shepherds and each of you is responsible for his flock كلّكم راع و كلّكم مسؤول عن رعيّته

So the ruler is responsible for the entire flock, and he is the highest ruler. So the distraction of the Muslims and their turning away from supporting the Lord of the Worlds is that they concern themselves with others and forget themselves, contrary to the saying of Allah the Exalted:
O you who have believed, upon you is [responsibility for] yourselves. Those who have gone astray will not harm you when you have been guided يا أيّها الّذين آمنوا عليكم أنفسكم لا يضرّكم من ضلّ إذا اهتديتم
[Al-Ma'idah 5:105]
So we find many Muslim youths as individuals, and we find many Islamic groups whose habit is to criticize the rulers, saying that these are disbelievers and that these do not rule by what Allah has revealed. But if you look at them, you will find them like the rulers, except that the ruler's authority is undoubtedly broader, and the scope of his failure to rule by Islam is also broader than the ruling of these individuals over themselves and their families. But even so, these people do not apply the Islam they know. Why? Because desires prevail over their souls. So they are with the rulers "in the same boat of desire," as they say. And I want to remind you of a hadith from which we derive the opposite of what we are currently facing. Just as a good deed is multiplied because of the scarcity of what is available in the hand of the doer of good, and its value decreases because of the abundance and availability of good deeds with him, so I say: if a Muslim's responsibility is over himself, that is easier than if his responsibility is over himself and his wife. And this second person's responsibility is easier than if his responsibility is over himself and his wife and his children. And one has five, and one has ten, and so on. So the fewer the people, the lighter the responsibility. And when the responsibility is lighter, the responsibility in its neglect becomes magnified, and the opposite is exactly the opposite. What is this hadith? The Messenger (peace and blessings be upon him) said:
A dirham preceded one hundred thousand. They said: How, O Messenger of Allah? He said: This is a man who has a dirham and he gives it in charity, and that is a man who took from the abundance of his wealth one hundred thousand. سبق درهم مائة ألف , قالوا: كيف يا رسول الله ؟ قال: هذا رجل عنده درهم فتصدّق به و ذاك رجل أخذ من عرض ماله مائة ألف
A dirham did not surpass one hundred thousand. They said: How, O Messenger of Allah? He said: This is a man who has a dirham and he gives it in charity, and that is a man who took from the abundance of his wealth one hundred thousand. So the first one, who has only this dirham, gives it in charity, so his reward is greater than that of the other. I say now, the issue is like this, but on the other side, we blame the rulers: why do they not rule by what Allah has revealed? And we forget ourselves, and that we rule over ourselves and over some of those who take refuge in us is easier for us than that they rule the entire country by Islam. In summary, as it came in the hadith, and it is also a hadith with a weak chain, but it is wisdom:
As you are, so will you be ruled. كما تكونوا يولّى عليكم
So if you are righteous and you establish the Shari'ah of Islam in your souls, our Lord (Mighty and Majestic) will appoint over you one who establishes the Shari'ah of Allah over you, and the opposite is exactly the opposite. So the answer is clear: there must be a group who strive against their souls for Allah with true striving, and they gather on this basis for a period of time. History repeats itself, as the Messenger (peace and blessings be upon him) did. Then they prepare, not to attack the enemies, but to repel the aggression of the enemies. This is what it means that history repeats itself. The Messenger (peace and blessings be upon him) did not start fighting with the disbelievers, but they started fighting him (peace and blessings be upon him), and he did not fight them except after he prepared to confront them. And so it should be for the Muslims: they should not forget that the saying of the Lord of the Worlds:
There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day لقد كان لكم في رسول الله أسوة حسنة لمن كان يرجو الله و اليوم الآخر
[Al-Ahzab 33:21]
is a general principle that includes all the actions of the Muslims, groups and individuals, rulers and ruled. And do not eat with your left hand, O brother. The important thing is that history should repeat itself like this. We should not think now of attacking the surrounding disbeliever countries, near or far, but rather we should think: if we are attacked, have we prepared ourselves to meet the aggression in kind and repel it to its source? The Muslims are not like that, and this is the reality. Kuwait was attacked, and they could not do anything. Saudi Arabia feared that it would be attacked like Kuwait, and they could not send an army to the border, at least immediately. The foreign disbeliever army was prepared there. If the matter returns to this miraculous word:
if you support Allah, He will support you إن تنصروا الله ينصركم
[Muhammad 47:7]
So unless we support Allah, He will not support us, except if Allah wills. This is a favor from Allah. But our Lord says: the Sunnah of Allah in His creation:
and you will not find in the way of Allah any change. و لن تجد لسّنة الله تبديلا
[Al-Ahzab 33:62]
So if the Muslims do not take the means of victory of both types: the spiritual means, as they say today, or the moral means, and the material means, they will remain as their reality is today: the most humiliated of nations, which was cited as an example of its humiliation, namely the Jews. We have become, Allah is the Greatest, ashamed to call them Jews. What do we call them? Israelis. The debased politics of the Islamic states have reached this level: we do not call them Jews, we call them Israelis, meaning attributed to Israel, meaning to Ya'qub (peace be upon him). Then some decisions are issued in some countries not to mention the Jews and the Christians on the pulpits! How will Allah support us?
