The Shaykh : We praise Him and seek His help, and we seek His forgiveness and turn to Him in repentance. We seek refuge in Allah from the evils of our own selves and from the badness of our deeds. Whom Allah guides, none can mislead, and whom He leaves to mislead, none can guide. And I bear witness that there is no deity but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger (peace and blessings be upon him and his family and his Companions and those who follow them with excellence until the Day of Judgment).
As for what follows.
We, and others, have been greatly pleased by what Allah has bestowed upon His servants: the removal of the cloud, the passing of the trial, and the lifting of the catastrophe that befell the Gulf region, whose negative effects extended to the Islamic countries in general and the Arab countries in particular. Indeed, its negative effects extended to distant lands. And Allah, praise be to Him, made it easy to eliminate it with unexpected speed. And by destroying the wealth that Allah the Mighty and Majestic willed to be destroyed, and the loss of the souls that Allah decreed to be lost, in a manner that is also unexpected due to its ease. And Allah the Exalted and Exalted made it easy for the removal of this cloud to coincide with the arrival of this blessed month. Also, during this time, rain fell on most areas of the Kingdom, in which Allah caused the spring to grow, praise be to Him. Thus, there are three blessed and good occasions for this land, which clearly indicates that we are, praise be to Allah, in goodness. And without doubt, we say this as witnesses to what we say, with Allah and His angels and all His creation witnessing what we say: that this land is among the most upright of the lands of the Muslims in accordance with the Shari'ah (Islamic sacred law), despite the many flaws and errors among us. But if we compare this land to what we hear about other lands, we find that we are, praise be to Allah, in much goodness and clear distinction. And if the matter is thus, it becomes clear that the obligation upon the government of this land and the people of this land is greater than the obligation upon any other government and any other people.
And there is no wonder in this, for from this land sprang the springs of the Islamic Shari'ah (Islamic sacred law), and to this land the springs return.
The Shari'ah (Islamic sacred law) with which Muhammad (peace and blessings be upon him) was sent sprang from Makkah, and its fruits were harvested in al-Madinah. Faith will come to al-Madinah as a snake returns to its hole, as reported from the Messenger of Allah (peace and blessings be upon him). For this reason, the Prophet (peace and blessings be upon him) ordered in his deathbed illness to expel the mushrikin (one who associates partners with Allah) from the Arabian Peninsula. And he said in the last of his life:
I will expel the Jews and Christians from the Arabian Peninsula and will not leave any but Muslim. لأخرجنّ اليهود والنصارى من جزيرة العرب حتى لا أدع إلا مسلما

. And he also said:
expel the Jews and the Christians from the Arabian Peninsula أخرجوا اليهود والنصارى من جزيرة العرب
Jami` at-Tirmidhi 1606Sahih (Darussalam)
. And this is only for the protection of this peninsula from these impure ones
indeed the polytheists are unclean, so let them not approach al-Masjid al-Haram after this, their [final] year إنما المشركون نجس فلا يقربوا المسجد الحرام بعد عامهم هذا
[At-Tawbah 9:28]
. So that this land remains pure and clean, and remains a beacon of guidance and light for the entire Islamic world. For this reason, it is obligatory for us in this peninsula to be a beacon of good for the Islamic world, so that the Islamic world follows our example in 'aqidah (creed), in action, in morals, in transactions, in everything, until hearts open to us before lands open to us.
I will surely expel the Jews and the Christians from the Arabian Peninsula until I leave no one but a Muslim
