The Shaykh : As for the first part of the question, which is that she leaves for her needs when she has no work and has obtained permission from the principal, it appears that there is nothing wrong with it as long as the regulations allow it. As for the second part, which is using the school phone, there is nothing wrong with it in what is permitted, which is a call within the local area, as this does not cost the department any money. However, if it is outside the local area, such as one that requires dialing a zero, this is not permissible unless the person using the phone pays the call charge and does not cause harm to the department by keeping the line busy for too long. This is because some employees may use the phone for an external call that requires dialing a zero, but the charge is recorded and taken from them. This is permissible if the directly responsible department agrees, on the condition that they do not keep the phone busy, because sometimes people use the phone for a long time, which hinders the department's interest, either by a phone call coming in or a phone call going out. This is not permissible because the department's interest takes precedence. For example, a person in a school wants to call his family to tell them to do such and such, and his family is in the town. This is permissible because it is permitted. Therefore, as far as I know, the zero has been removed from many offices for this purpose.
