The Shaykh : So I will give you an example of this: One who drinks intoxicants while he knows—and I repeat this word—and he knows the explicit statement of Allah (Mighty and Majestic) in the Noble Qur'an regarding the prohibition of intoxicants, there is no doubt in his disbelief. Why did I say "while he knows"? All of you know with me that intoxicants were prohibited gradually, and that a group of the Companions of the Prophet (peace and blessings be upon him) died while they were drinking intoxicants, but the final prohibition of intoxicants had not reached them. This caused difficulty for some of the Companions, so Allah (Mighty and Majestic) revealed a verse in the Noble Qur'an—I do not have it in mind at this moment—whose meaning and implication is that those who drank intoxicants and to whom the final ruling had not reached are not to be held accountable, and there is no harm on them in drinking it. This ruling is repeated in every time and place. You are hearing this now, and this is one of the good news in the spread of Islam, and the beginning of the application or realization of the verse of the Qur'an:

And I began to realize that these new Muslims are not overwhelmed, nor can they encompass with knowledge what Allah (Mighty and Majestic) has prohibited. In fact, they cannot know the correct Islamic creed at first, when they testify that there is no god but Allah and that Muhammad is the Messenger of Allah. It is necessary for such people that a period pass for them to become acquainted with the Islamic creed first, and to encompass with knowledge the legal rulings. Second, and this is also with another condition, which is, unfortunately, hardly realized in many Islamic countries in their original state, let alone in other countries where those disbelievers believe, which is that they exist in an Islamic society where the creed and legal rulings prevail, so that they can know what they must know of the creed or of the legal rulings. This is especially in those countries we referred to, where it is not easy to realize what I mentioned just now. So if we see, for example, a Frenchman who says: "I testify that there is no god but Allah, and that Muhammad is the Messenger of Allah," and he begins to pray, but he drinks intoxicants, it is not permissible for us to rule on his misguidance, let alone to rule on his disbelief, because he considers intoxicants permissible by his action. It is not permissible for us to rule on his misguidance, let alone his disbelief, except after we establish the proof against him and say to him: "This Islam that you have believed in and adopted its banner, 'There is no god but Allah, Muhammad is the Messenger of Allah,' this testimony necessitates the prohibition of such and such." At that time, if he persists in considering it permissible in his heart, we declare him a disbeliever. But practically? No. It is obligatory for us to know with complete clarity the difference between practical disbelief and creedal disbelief, and we must be slow and not rush to issue rulings of declaring people disbelievers among the general public without any detail.
