There are various opinions, some saying this and others saying that. Then I did not see a decisive answer to the disagreement that refutes it, except the words of Ibn Taymiyyah (may Allah have mercy on him): "The best of them in the sight of Allah the Exalted is the one who does the most righteous deeds." So the issue has no relation to wealth or poverty. One may be rich and wealth may be a burden upon him, and poverty may also be a burden upon him. One may be a poor man who is patient and content with the decree and destiny of Allah, and in that case he is better than that rich man we mentioned earlier. Conversely, there may be a rich man whose wealth was acquired through lawful means, and he also spends it in lawful ways, and so on, and he does not spoil his spending with boasting and harm, as he is commanded to do in the Noble Qur'an. In that case, he is better than many of the patient poor men, because the benefit of this one is greater than the benefit of that one who is patient in his poverty. So the answer here in the matter of the poor man, as Ibn Taymiyyah said here, is that the issue is like this: if spending on the caller to Allah is more likely, in the opinion of the spender, to be more beneficial for the society than spending on an orphan, then that is the best.
