The Shaykh : Similarly, we say that the Messenger of Allah (peace and blessings be upon him) granted a dispensation for wiping over leather socks, wiping over socks, and wiping over sandals. So there is no difference regarding the wiping between one who is obedient and one who is disobedient. But without a doubt, she is disobedient because she is going out as if she had gone out barefoot without wearing socks, for she has exposed her skin. And our Lord says in His Book:
And let them not stamp their feet to make known what they conceal of their adornment وَلَا يَضْرِبْنَ بِأَرْجُلِهِنَّ لِيُعْلَمَ مَا يُخْفِينَ مِنْ زِينَتِهِنَّ
[An-Nur 24:31]

The common practice in those days was that women did not wear socks, and therefore their feet would be exposed in the case of movement or a strong wind or something similar.
