What is the ruling on the prayer of one who suffers from incontinence?

Machine translationRead the Arabic original
The questioner : ... The doctor, you have a combination of issues.

The Shaykh : In any case, the prayer is valid, even if the urine is flowing out; as came in the hadith of the woman with irregular bleeding, when the Messenger of Allah (peace and blessings be upon him) said to her this, she said to him: "It flows out in a gush," meaning with force. This is not... like this and that, and stuff your private parts with cotton. This is how the one afflicted with incontinence, whether male or female, should try to reduce the extent of the spread of urine on the clothes. Then, if he or she feels the urine coming out during the prayer... this is a specific ruling for her.
And upon you be peace and Allah's mercy and blessings.

The questioner : May Allah reward you with good.

The Shaykh : And beware of that.

Another questioner : ... .

The Shaykh : The problem, my brothers, is that the scholars of the Muslims have not fulfilled their duty of awareness and education for many long centuries; therefore, the people remained in a state of ignorant pre-Islamic ignorance. Otherwise, what does illiteracy have to do with it? Most of the Companions of the Messenger of Allah (peace and blessings be upon him) were illiterate, but the illiterate became scholars and jurists. They would hear the Qur'an and understand it, hear the hadith of the Messenger of Allah (peace and blessings be upon him) and act upon it. Then the people of writing and culture received knowledge from them. So the problem is not illiteracy. I imagine that if your mother had been born in an environment where she constantly heard "Allah said, the Messenger of Allah said," and so on, she would have become enlightened, even if she were illiterate. I have a wife—Abu Abdullah knows her—who is almost illiterate... see how? The reason is the company and interaction. So hearing is what educates.
