I do not recall this statement by Ibn Taymiyyah, but the noble verse that says
And your Lord would not have destroyed the cities unjustly while their people were reformers. وما كان ربك ليهلك القرى بظلم وأهلها مصلحون
[Hud 11:117]
some scholars of exegesis mentioned this meaning that the questioner attributes to Ibn Taymiyyah (may Allah have mercy on him). This is because injustice is the cause of the ruin of lands and the destruction of people. If a nation or state is disbelieving but rules with justice among its people—this justice that people know by their innate disposition—then if they rule by it, their state will stand and last for a long time, and history testifies to this. On the contrary, if rulers rebel and oppress the people, that becomes a cause for the rise of revolutions and what is called today military coups. The situation in those lands will not stabilize until the people destroy one another, and that becomes a cause for opening the way for another nation to enslave them. There is no doubt that Islam came with everything that is good in this world and the Hereafter, including the command to be just and the command to establish the hudud (fixed Qur'anic punishments) among people. The Prophet (peace and blessings be upon him) even said,
Establishing a hudud (fixed Qur'anic punishment) on earth is better than rain for seventy mornings. حد يقام في الأرض خير من مطر سبعين صباحا
Sahih Ibn Hibban 22:2
and this is nothing but the realization of justice in the Muslim society. If we assume a Muslim society that does not establish the rule of Allah (Mighty and Majestic) on earth, and that is something that cannot be established except upon the establishment of justice among Muslims, then that state cannot stand, because at that time it is ruling by other than what was revealed. And whoever rules by other than what was revealed has exposed his nation and his state to collapse.
