The Shaykh : What I wish to remind you of, as I mentioned earlier, is that the custom of the masses of Muslims today is to place all the blame, the entire blame, on the rulers for the humiliation and degradation that has settled upon Muslims as a whole. They place all the blame on their rulers who do not defend their religion, and unfortunately, they do not defend their religion; they do not defend the humiliated Muslims from the great disbelievers, namely the Jews, the Christians, and others.
This is the prevailing custom today among Muslims: to place all the blame on the rulers. This implies that the ruled are as if they are not included in the blame they direct at the rulers! The truth is that this blame falls upon the entire Ummah, both rulers and ruled. And it is not only this; there is a group of those who blame the Muslim rulers for not implementing the rulings of their religion, and they are correct in this blame. However, they have contradicted the saying of the Exalted,
if you support Allah إن تنصروا الله
[Muhammad 47:7]
, meaning that the Muslims themselves who blame the rulers, when they single them out for blame, have contradicted the rulings of Islam when they seek a way to change this sad situation surrounding Muslims in a manner that contradicts the way of the Messenger of Allah (peace and blessings be upon him). First, they declare the Muslim rulers to be disbelievers. Second, they declare it obligatory to rebel against them. Thus, a blind, deaf, and mute fitnah occurs among the Muslims themselves, causing them to split apart from one another. Among them are those I referred to, who believe that changing this humiliating situation befalling Muslims is achieved by rebelling against the rulers. Then the matter does not stop at this problem; rather, it expands and expands until the disagreement becomes among these Muslims themselves, and the rulers are left out of this disagreement. The disagreement began with the extremism of some Muslims in addressing this painful reality, claiming that it is necessary to fight the Muslim rulers to rectify the situation. Then the matter turned around so that these Muslims are quarreling with other Muslims who believe that addressing the painful reality is not by rebelling against the rulers, even though many of them deserve rebellion against them because they do not judge by what Allah has revealed. But will the cure, as these people claim, be to remove the humiliation that has befallen Muslims from the disbelievers by starting with judging the rulers in the lands of Islam? Even if we consider some of them as Muslims, as is said in the present age, here we say:
"Sa'd brought them in, and Sa'd was wrapped up *** This is not, O Sa'd, how camels are brought in"
There is no doubt that the position of the enemies of Islam in their essence, namely the Jews, the Christians, and the atheists outside the lands of Islam, is more severe, without a doubt...
