Q: What is the precious advice for the rulers and scholars of the Muslims, while you are practicing the Islamic call in the noblest land and in the widest scope?

A: My advice to the rulers of the Muslims is that they hold fast to the Book of Allah and the Sunnah of His Prophet (peace and blessings be upon him), and that they rule by them in the peoples over whom they bear responsibility, in implementation of the saying of Allah the Exalted:
And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you. And if they turn away - then know that Allah only intends to afflict them with some of their [own] sins. And indeed, many among the people are defiantly disobedient.وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْكَ فَإِنْ تَوَلَّوْا فَاعْلَمْ أَنَّمَا يُرِيدُ اللَّهُ أَنْ يُصِيبَهُمْ بِبَعْضِ ذُنُوبِهِمْ وَإِنَّ كَثِيرًا مِنَ النَّاسِ لَفَاسِقُونَ ۝
[Al-Ma'idah 5:49]
Do they seek the judgment of the pre-Islamic age of ignorance? And who is better than Allah in judgment for a people who are certain? [Al-Ma'idah: 49 - 50] and His saying (peace and blessings be upon him):
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission.فَلا وَرَبِّكَ لا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا
[An-Nisa: 65] and the Qur'anic verses regarding this are many. By this, the happiness of the Muslim peoples is realized, the fluctuating conditions in the Islamic world are stabilized, and both the ruler and the ruled find their desire of happiness, tranquility, and security, and all succeed in happiness and salvation in this world and the Hereafter.
As for my advice to the scholars of the Muslims, it is that they make the truth clear to people through their words and deeds, that they call people to Allah with sincerity and courage, and that they not fear the blame of any blamer in that; because they bear a great responsibility, and because they know what others do not know.
I ask Allah the Exalted to support His religion, to exalt His word, and to unite the hearts of the Muslims, leaders and peoples, upon what pleases Him, and to protect them all from the evils and bad deeds of their actions, and to guide them to His straight path. Indeed, He is the One capable of that and able to do it.
