Seven years without paying the zakah on his wife's jewelry, then he learned the ruling; is he required to make it up?

Machine translationRead the Arabic original
The Shaykh : The first, and the most dangerous, is the love of showing off and looking down on one's peers. Peace be upon you, and Allah's mercy and blessings. Welcome. Peace be upon you. Praise be to Allah. I apologize to you. You are welcome. Welcome. Peace be upon you. I apologize. Please, sit here, Shaykh.
Al-Halabi : I am thinking now; if I disturb you with my presence, does that mean I am included in the hadith
A man should not stand up from his seat for another man لا يقيمن الرجل للرجل من مجلسه
? Or am I not included?
Abu Ishaq: Except with his permission, hmm.
Al-Halabi : I am thinking about this matter now. Please, go ahead in any case.
Abu Ishaq: May Allah reward you with good.
Al-Halabi : It is an easy and simple matter.

The Shaykh : I praise and thank Allah. How are you? Praise be to Allah. How are you doing?
Abu Ishaq: Praise be to Allah, Lord of the worlds.

The Shaykh : And is your family well?
Abu Ishaq: Praise be to Allah. He prays for your safety.

The Shaykh : Peace and mercy of Allah and His blessings be upon you and them.
Abu Ishaq: The brothers wanted to give a discretionary punishment to the brother Abu Hamzah.

The Shaykh : No, I am the one who deserves that.
Abu Ishaq: Glory be to Allah.

The Shaykh : Yes, because I contradicted the hadith
Proceed at the pace of the weakest among you سيروا بسير أضعفكم

The students laugh.

The Shaykh : It is no problem. Glory be to Allah. I was watching our brother's car, and sometimes when he gives a signal with the light, but I do not know how I missed it. When he turned right, it appears he took the main road, right? Hmm... And I took the side roads, contrary to what was said:
And this is the truth, there is no obscurity in it, so leave me alone regarding the side roads.
And he laughs.The Shaykh .
onAl-Halabi : The intended meaning of "side roads" here is weak opinions or something like that...

The Shaykh : Yes, of course. It is a metaphor, of course.
Al-Halabi : Abu Ishaq... I do not know this... electricity...

The Shaykh : Is this working?
Abu Ishaq: Regarding the zakah on jewelry, the zakah on jewelry, according to those who make it obligatory: a man says, "I remained for seven years without paying it, then I learned the ruling." Is he required to pay the zakah for the past years?

The Shaykh : It is necessary, because zakah is not like prayer, which has a specific beginning and end, such that if its owner outputs it outside its specified time, he cannot make it up. Zakah is not like that; it becomes obligatory when the nisab is reached and the lunar year has passed. Then this obligation continues until the last breath of the person's life. If he does not output it this year, he outputs it the next year, and so on. The secret in this, and Allah knows best, is that this is among the rights of the servants. So if the person does not hasten to output this right and present it to its rightful owners, it does not mean that he deprives them of their right. Rather, he must pay it to them when he is able to do so, or repent to his Lord.
