My mother asked me for a sum of money to contribute to the construction of a mosque in our village. Then I traveled abroad to seek lawful sustenance. During this time, Allah afflicted my mother with an illness, and she passed away as a result. Does that promise remain a debt in my obligation that I must pay to that specific mosque, or is it permissible to pay it to another mosque that needs funds, or does that promise not remain a debt in my obligation, and I am thus absolved of it?

Answer: Yes, it is obligatory for you, or rather, you should and it is emphasized upon you, to fulfill your promise and pay this money into the mosque that your mother wished to pay into, which you had promised her. Fulfilling this promise is part of being dutiful to her and showing kindness to her, perhaps so that Allah (Glorified and Exalted is He) will accept it and benefit her with it.
