The Shaykh : There is no doubt that the original principle in the rites of Hajj is to follow the system and order established from the Messenger of Allah (peace and blessings be upon him). He placed the tawaf before the sa'y. However, the hadith that came in the two Sahihs states that he (peace and blessings be upon him) was asked about advancing some of the rites over others, and his answer in everything he was asked about was:
No harm will come; no harm will come لا حرج لا حرج
Sunan Abi Dawud 2015Sahih (Al-Albani)
. So we say there is no blame, but the phrase "no blame" must be understood in the sense that a person is not to do as he pleases, for example, advancing the stoning over the sacrifice, or advancing the sacrifice over the stoning, or advancing the tawaf over the stoning. No, rather, he must adhere to the Sunnah in the order of the rites, as we said. If he feels that there is difficulty in adhering to the order, then there is nothing wrong with advancing or delaying, under this condition. This is because the phrase "no blame" means that the answer was issued and derived from the saying of Allah the Exalted:
has not placed upon you in the religion any difficulty مَا جَعَلَ عَلَيْكُمْ فِي الدِّينِ مِنْ حَرَجٍ
[Al-Hajj 22:78]

But if the matter is equal for the pilgrim between performing tawaf then sa'y, and performing sa'y then tawaf, then he should not neglect this order and this system, because the Messenger (peace and blessings be upon him) said there is no blame because there is no blame if he adheres to the Sunnah.
