Yes; because this was reported with a sound chain from the Prophet (peace and blessings be upon him) that a man said: (Did I perform sa'y before tawaf?He said: There is no blame on him) and a person may need to perform sa'y before tawaf,For example: entering Makkah and finding the tawaf area extremely crowded, and saying: I will perform sa'y so that the tawaf area may become less crowded.

And he may say: I will perform sa'y in order to delay the tawaf if I intend to travel, so if he delays the tawaf in order to perform it upon departure and performs the tawaf of ifadah upon departure, it suffices for him as the farewell tawaf.
