He also asks: What is the ruling on one who reverses the 'Umrah (the lesser pilgrimage), performing sa'y (walking between al-Safa and al-Marwah) before tawaf (circumambulation of the Ka'bah) and then exiting the state of ihram (the consecrated state of pilgrimage)?

Answer:
The correct view is that there is no blame on him, and there is no blame in performing sa'y (walking between al-Safa and al-Marwah) before tawaf (circumambulation of the Ka'bah). The recommended practice (sunnah) is for it to be after tawaf (circumambulation of the Ka'bah), as the Prophet (peace and blessings be upon him) performed tawaf (circumambulation of the Ka'bah) and then sa'y (walking between al-Safa and al-Marwah). This is the recommended practice (sunnah). However, if one did so out of ignorance or forgetfulness, his 'Umrah (the lesser pilgrimage) is valid and his Hajj (the major pilgrimage) is valid. So if he performs sa'y (walking between al-Safa and al-Marwah) before tawaf (circumambulation of the Ka'bah) in 'Umrah (the lesser pilgrimage), or performs sa'y (walking between al-Safa and al-Marwah) before tawaf (circumambulation of the Ka'bah) in Hajj (the major pilgrimage), that suffices for him for two reasons:

He was asked about doing things before or after their proper time, and he would say:
Do it, and there is no blame on you.افعل ولا حرج

The second reason is that it is established from him (peace and blessings be upon him) with a sound chain in Abu Dawud that a man asked the Prophet (peace and blessings be upon him) and said: "O Messenger of Allah, I performed sa'y (walking between al-Safa and al-Marwah) before I performed tawaf (circumambulation of the Ka'bah)." He said:
Do it, and there is no blame on you.افعل ولا حرج
When he asked him about sa'y (walking between al-Safa and al-Marwah), he said:
There is no harm.لا حرج
meaning: sa'y (walking between al-Safa and al-Marwah) before tawaf (circumambulation of the Ka'bah). He said:
There is no harm.لا حرج

And Allah the Exalted says:
And if you disagree over anything, refer it to Allah and the Messengerفَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ..
[Surat al-Nisa: 59], the verse. And He says (peace and blessings be upon him) :
And in anything over which you disagree - its ruling is [to be referred] to Allah.وَمَا اخْتَلَفْتُمْ فِيهِ مِنْ شَيْءٍ فَحُكْمُهُ إِلَى اللَّهِ
[Surat al-Shura: 10], the verse. Yes.
