A man touched his wife outside of Ramadan and ejaculated, but the woman did not reach orgasm; is the full ritual bath obligatory for her, given that the circumcised parts did not touch?

Machine translationRead the Arabic original
The questioner : A man touched his wife, of course, outside of Ramadan, and he ejaculated, but she did not reach orgasm; is the full ritual bath obligatory for her?

The Shaykh : Of course. It is obligatory.

The questioner : What is the evidence?

The Shaykh :
When the circumcised part touches the circumcised part, ghusl is obligatory. إذا مس الختان الختان فقد وجب الغسل أنزلا أم لم ينزل
Muwatta Malik 2:72
.

The questioner : My teacher, the circumcised parts did not touch; it was touching without contact or penetration; it was caressing, my teacher, caressing.

The Shaykh : You said that at the beginning.

The questioner : He touched her, and I understand touching to mean that there is no penetration and the circumcised parts do not touch.

The Shaykh : That is how you understand it.

The questioner : That is what I know.

The Shaykh : What does
And do not have relations with them as long as you are staying for worship in the mosques وَلا تُبَاشِرُوهُنَّ وَأَنْتُمْ عَاكِفُونَ فِي الْمَسَاجِدِ
[Al-Baqarah 2:187]
mean?

The questioner : Yes, my teacher, I understand now.

The Shaykh : Define your question.

The questioner : The question, my teacher, is that a man caressed his wife, so he ejaculated, but she never reached orgasm.

The Shaykh : Then the full ritual bath is obligatory for him, but not for her.

The questioner : And if she reached orgasm.

The Shaykh : Then it is the same for her as for him.

The questioner : May Allah reward you with good.
