A man came from Sudan for 'Umrah and did not enter the state of ihram from the miqat, then went to Jeddah to his family. Does he enter ihram from Jeddah under the ruling for the people of Jeddah, or what is required of him?

Machine translationRead the Arabic original
The questioner : Shaykh, if a man comes for 'Umrah from Sudan and has family here, for example his father or his brothers, and he stays at his family's house, and he did not enter ihram from the miqat, which is where a Sudanese person would enter ihram from, like any other traveler, does he remain as one of the people of Jeddah? Does he enter ihram from Jeddah or not?

The Shaykh : You mean he entered Jeddah and did not enter ihram from the miqat? He did not enter ihram from the miqat?

The questioner : Yes, he did not enter ihram from the miqat.

The Shaykh : And he came from Sudan. Listen, listen. I understood you, and I will repeat what I understood. He came from Sudan and stayed with his family here in Jeddah. The question now is: did he come from Sudan to stay with his family, or did he come from Sudan intending to perform 'Umrah at the House of Allah? If it is the first case, meaning his departure from Sudan to Jeddah was to his family and he was not intending to perform 'Umrah, then he remains with his family. If he then decides to perform 'Umrah, he may perform it where he is in Jeddah. However, if he departed from Sudan intending to perform 'Umrah, it is not permissible for him to pass the miqat without entering ihram from there. May Allah make the answer clear to you. Now, move on to the next question.
