The Shaykh : We say: The Muslims in the early era practiced the Shari'ah pledge of allegiance, but—regrettably—the Muslims later fragmented into small states resembling our current states, perhaps fewer in number and broader in scope. None of these states followed the path of these groups and parties to justify this division that existed among the Islamic states at that time. This is because their scholars still possessed some knowledge. As for the new generation today, who call for some kind of coalition and party affiliation, they do not have the scholars that those early people had. At the very least, the early people had scholars who were qualified, meaning scholars of a specific school of jurisprudence. These people do not have true scholars, nor scholars of a school. Dr. al-Bouti did well in his error when he named himself and those like him "scholars" in a figurative sense. This was actually a slip of the tongue, but a shot from one who does not aim, hitting the truth without intending it. At that time, they had at least figurative scholars, meaning scholars of a school. There are no such rulings in the schools of jurisprudence—let alone in the jurisprudence derived from the Book and the Sunnah. These are rulings issued by some heads who do not understand Islam in its correct form, in order to smooth out their reality and to catch people and bring them to them.
