What is the ruling on one who was unable to complete his 'Umrah in Ramadan due to the heavy crowds, and then performed an 'Umrah along with Hajj during the days of Hajj? What is the ruling on his first 'Umrah in Ramadan?

Machine translationRead the Arabic original
The questioner : All right, Shaykh, a man entered the state of ihram for 'Umrah in Ramadan, and during the sa'y he found a severe crowd, so he did not complete his 'Umrah. Then he came in the month of Dhu al-Hijjah and entered the state of ihram for Hajj. What is required of him?

The Shaykh : Did he not perform the sa'y?

The questioner : He did not perform the sa'y; he did not complete his sa'y in Ramadan. Then he came in the months of Hajj and entered the state of ihram for 'Umrah as a mutamatti'.

The Shaykh : And was it complete?

The questioner : And it was complete.

The Shaykh : His Hajj and his 'Umrah are valid, but he must repeat the 'Umrah of Ramadan in which he did not perform the sa'y.

The questioner : How is that, Shaykh?

The Shaykh : Do you say he did not perform the sa'y?

The questioner : He did not perform the sa'y, meaning does he complete his sa'y, or does he enter the state of ihram anew and perform the tawaf and the sa'y?

The Shaykh : I say he must repeat it.

The questioner : And the tawaf?

The Shaykh : Tawaf of what?

The questioner : Does he perform the tawaf a second time and the sa'y?

The Shaykh : You say he performed the 'Umrah of Ramadan and did not perform the sa'y.

The questioner : And he did not perform the sa'y.

The Shaykh : And it ended, and the months passed, and in one of the months of Hajj he entered the state of ihram for the 'Umrah of Hajj.

The questioner: Yes.

The Shaykh : All right, Shaykh, so I say that 'Umrah was invalidated by what? By his not performing the sa'y. So he must repeat it, and in addition to that, he must offer the sacrificial animal (hady) because he did not complete the 'Umrah.
