The statement of the Shaykh al-Islam: Is it better for one who performs a standalone 'Umrah in Ramadan and remains in Makkah until Hajj than for one who performs tamattu' during Hajj?

Answer:
This is a matter for consideration, and the issue is broad. If one performs 'Umrah in Ramadan and remains until he enters the state of ihram for Hajj, there is no harm. And if he wishes to take an 'Umrah in the months of Hajj, there is no harm. However, the intended meaning in the hadiths, regarding one who arrives in the months of Hajj, is the subject of discussion. As for one who arrives in Ramadan, the Sunnah is to enter the state of ihram for 'Umrah only.
