Question: What is ta'zir? I often hear this word but I do not know its meaning.

Answer: Linguistically, ta'zir means discipline.And in terms of Islamic law: It is the discipline applied for every sin that does not carry a fixed Qur'anic punishment or an expiation.
Ta'zir is based on the independent legal reasoning of the judge. He disciplines the sinner or transgressor according to what he deems sufficient, such as reprimand, scolding, verbal warning, beating, imprisonment, or anything else the judge considers a deterrent against this sin.
As for this repentance, Allah (Glorified and Exalted is He) accepts the repentance of whoever repents. It is not necessary for him to surrender himself to the authorities to have the fixed punishment carried out on him. His repentance is sufficient if it is sincere, if he reforms, and if he remains steadfast upon the religion of Allah, believing and doing good deeds in the future of his life. If Allah wills, this will suffice him, and it is not obligatory for him, nor is it recommended, to surrender himself or go to the authorities to confess to the sin that occurred. He should hide himself behind the cover of Allah (Mighty and Majestic) along with sincere repentance and good deeds.
