Among what he says is: “If the enemy attacks a frontier of the Muslims or enters an Islamic town, then, as we have mentioned, jihad becomes an individual obligation (fard 'ayn) for the people of that town and those around it. In this case, permission is waived, so no one has permission over another; the son goes out without his parents' permission, the wife without her husband's permission, and the debtor without his creditor's permission.” Is this correct?

However, the original ruling is that it is not obligatory for them.
