What is the ruling on family planning in Islam?

Machine translationRead the Arabic original
The Shaykh : Yes, as long as—praise be to Allah—you are, by your own admission, healthy, then what you heard is the truth; it is not permissible for you to insert the tubes, and you must remember that the Muslim husband... those who do not seek, in the upbringing of their children, anything other than what has been stored for them with Allah of reward and great recompense. So you must remember this reality, bear the hardships of raising children, and seek reward from Allah (Mighty and Majestic) for these hardships.
(88) The Day when there will not benefit [anyone] wealth or children (89) But only one who comes to Allah with a sound heart." يَوْمَ لَا يَنْفَعُ مَالٌ وَلَا بَنُونَ * إِلَّا مَنْ أَتَى اللَّهَ بِقَلْبٍ سَلِيمٍ
[Ash-Shu'ara 26:88-89]

Then I want to draw your attention—may Allah will it—to our Lord (Mighty and Majestic)... with all your children, and you will see them in your lifetime, meaning they will become men, and they will have children and offspring. But you must consider that the divine decree does not always go according to the wishes of the husband and wife. It is possible for a person to be blessed with many children, and then Allah (Mighty and Majestic) tests this person by taking the trust back to Him. Do you understand? So in that case, if... this is like the poor man, excuse me, the rich man, if something of his wealth is stolen or burned, he still has something left, meaning he can manage his life. Similarly, if the Muslim couple is blessed with many children, and then some of these children are taken by our Lord (Mighty and Majestic) to Himself, they will still have a surplus of children. Whereas, if they practice family planning, as many Muslims are afflicted with today, a time will come when they regret what they did in limiting their offspring. Therefore, you must be content with this blessing that Allah (Mighty and Majestic) has granted you. You know that many husbands spend long years with doctors; why? Because they were not blessed with a child. So, glory be to Allah! People are either excessive or deficient; some run after children, and some try to do what? To cut off their lineage. The Messenger (peace be upon him) said in this regard, addressing people who want to get married: he (peace be upon him) said:
Marry women who are fertile and loving; for I shall boast of you before the nations on the Day of Resurrection. تزوَّجوا الولود الودود ؛ فإني مباهٍ بكم الأممَ يوم القيامة
,
Marry women who are fertile and loving تزوَّجوا الولود الودود
. So your Lord has blessed you and made you fertile, so why do you want to oppose the will of Allah and reduce your offspring? Remain as you are; that is better for you and more lasting.
And peace be upon you.
