The Shaykh : 'Umar ibn al-Khattab (may Allah be pleased with him) used to prohibit the pilgrim from performing Hajj in the state of tamattu' (combining 'Umrah and Hajj). 'Uthman ibn 'Affan (may Allah be pleased with them both) followed his path in this prohibition after him. When 'Uthman performed Hajj during his caliphate, he also prohibited the pilgrims with him from combining 'Umrah with Hajj. 'Ali ibn Abi Talib (may Allah be pleased with him), who was one of the individuals of the Ummah and the caliph after him, stood in his way and said to him, "Why do you prohibit something that we did in the time of the Messenger of Allah (peace and blessings be upon him)? Labbaik, Allah, for 'Umrah and Hajj." That one prohibited combining 'Umrah with Hajj, and this one declared in his face that this is the Sunnah. Despite that, the people did not split among themselves. Rather, they continued to respect the opinion of each one, and they might lean toward the opinion of the caliph because he is the caliph of the Muslims, and so on. Why? Because when a disagreement arises among scholars, it should remain confined among them and not spread to the people as an infection of this disagreement. This is because the people do not possess the stability, wisdom, and thought that would prevent them from going to extremes in the disagreement.
