There is no doubt that for one who has sacrificial animals, it is better to perform qiran. As for one who does not have sacrificial animals, it is better to perform tamattu'. As for the prohibition of 'Uthman (may Allah be pleased with him) regarding tamattu', as I mentioned to you earlier, he, 'Umar, and Abu Bakr prohibited it in order to keep the Sacred House filled with visitors. For the people at that time, if they were able to come with 'Umrah and Hajj in one journey, it was easy for them. But if they set out from distant lands on camels, it was difficult. So these Caliphs feared that people would be lax in visiting the House. But there is no doubt that the best is what the Sunnah indicates, which is: the command to perform tamattu', and that it is better for a person to perform tamattu' in all cases, except if he brings sacrificial animals, in which case qiran is better.
