The questioner : She inquires about the hadith "Whoever looks at the private parts of his Muslim brother is cursed". The question is: if a person looks at his brother's private parts without intent, is he sinful?

The Shaykh : This hadith is weak, and some people narrate it with the wording "May Allah curse the one who looks and the one who is looked at". However, it is not permissible for a man to look at the 'awrah (the part of the body that must be covered) of his brother, based on the saying of the Prophet (peace and blessings be upon him) and his family
A man should not see the private parts of another man, and a woman should not see the private parts of another woman لا ينظر الرجل إلى عورة الرجل ولا المرأة إلى عورة المرأة
Sahih Muslim 338a
. He must, if he sees his brother exposing his 'awrah, for example to relieve himself, avert his gaze. It is not permissible for him to look at it, because doing so is a humiliation of his brother and a stirring of fitnah (trial, discord or temptation). Satan may depict this 'awrah to him in a form that is not as it actually is, and this results in fitnah for both the one looking and the one being looked at. However, a person must also guard his 'awrah, except from his wife or what his right hand possesses (his slave), and he must wear clothing that covers the body.
On this occasion, I would like to point out what some people do: wearing short trousers that cover only half of the thigh, and then wearing a transparent garment over them that does not cover. This is haram (forbidden) for them, and their prayer is not valid in this short trouser that has only a thin garment over it, because it is obligatory for the male worshipper to cover what is between the navel and the knee with a covering garment. Yes.

The questioner : May Allah reward you.
