The questioner : If a man performs wudu' for prayer and finds after finishing the wudu' that a small part of the hand was not covered by water, what should he do?

The Shaykh : He must repeat the wudu' and the prayer, because the presence of something that prevents water from reaching the limbs that must be purified means that he did not purify the limb. Allah, Blessed and Exalted is He, said:
O you who have believed, when you rise to [perform] prayer, wash your faces يا أَيُّهَا الَّذينَ ءامَنوا إِذا قُمتُم إِلَى الصَّلاةِ فَاغسِلوا وُجوهَكُم
[Al-Ma'idah 5:6]
So if there is something on the face that prevents water from reaching it, then he has washed only part of his face, and the same applies to the rest of the limbs. For this reason, the scholars (may Allah have mercy on them) made the removal of anything that prevents water from reaching the skin a condition for the validity of wudu', such as dough, egg, plaster, and the like. Yes.
