The questioner : What should one do if he finds water that is sufficient for part of his ablution?

The Shaykh : If a person finds water that is sufficient for part of his ablution, he should use it and perform dry ablution with clean earth for the rest, based on the saying of Allah the Exalted:
So fear Allah as much as you are able فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
and the saying of the Prophet (peace and blessings be upon him):
And if I order you to do something, then do of it as much as you can. إذا أمرتكم بأمر فأتوا منه ما استطعتم
Sahih al-Bukhari 7288
. This man was able to use water for some of the limbs of his ablution, so he is obligated to use it, and he was unable to use it for the rest due to the lack of water, so he performs dry ablution with clean earth for that.
