The Shaykh : The path to progress: Today, Muslims must understand their religion correctly and then apply it, each according to his capacity, in a correct manner. The ruled is not the ruler; the ruler has supreme authority, while the ruled has limited authority. If both the ruler and the ruled first understand Islam correctly, and then apply this Islam completely, each according to what he is able to do, as I mentioned earlier, then, in my opinion, the believers will rejoice in the victory of Allah. However, I see that many Islamic callers who constantly and always call upon rulers to rule by what Allah, Mighty and Majestic, has revealed—and this is a call to truth, without doubt or ambiguity, based on the saying of Allah, Mighty and Majestic:
And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers. و من لم يحكم بما أنزل الله فأولئك هم الكافرون
[Al-Ma'idah 5:44]
and in the other verse:
It is they who are the wrongdoers فأولئك الظلمون
and in the third:
Then those are the open sinners فأولئك هم الفاسقون
. This is the truth, meaning that rulers should apply Islam in their constitutions, their laws, and over all their peoples. This is an obligatory right. But we remind the individuals of the Muslim nations who call out with this word of truth, which is ruling by what Allah has revealed, that they must not forget themselves, as Allah, Mighty and Majestic, said:
O you who have believed, upon you is [responsibility for] yourselves. Those who have gone astray will not harm you when you have been guided يا أيها الذين آمنوا عليك أنفسكم لا يضرّكم من ضلّ إذا إهتديتم
[Al-Ma'idah 5:105]
Therefore, Muslim individuals must understand Islam correctly and then apply it completely, within the limits of their ability, upon themselves and upon those over whom they have authority from among their subjects, as he (peace and blessings be upon him) said:
Each of you is a shepherd, and each of you is responsible for his flock. The man is a shepherd and is responsible for his flock, and the woman is a shepherdess and is responsible for her flock كلكم راع و كلّكم مسؤول عن رعيّته فالرجل وهو مسؤول عن رعيّته و المرأة راعية و هي مسؤولة عن رعيتها
. Some Islamic callers refer to this meaning of self-discipline with the word attributed to him, namely his saying: "Establish the state of Islam in your hearts, and it will be established for you on your land." We are greatly pleased with this word, but I am not pleased with those who claim affiliation with the one who said it, because they do not mean it and do not care about applying it, for that requires something that demands great effort, namely returning to the correct understanding of Islam, as explained earlier, relying on the Book of Allah, the Hadith of the Messenger of Allah, and what our righteous predecessors were upon.
