The questioner : The questioner, Taha Muhammad from Ibb Governorate, says: A woman vowed to recite a mushaf if Allah cured her sick relative, and she is an uneducated woman who cannot read, so she gave the mosque caretaker a sum of money for him to recite it for her to fulfill her vow. What is the ruling on taking this money and on this vow? We ask for evidence if available, and may Allah reward you with good?

The Shaykh : The ruling on vows is disliked or forbidden, because the Prophet (peace and blessings be upon him) prohibited them and informed that they do not bring good, but rather they extract from the miser. He informed (peace and blessings be upon him) that they do not avert divine decree, and that what Allah wills will happen whether by vow or without a vow. The wisdom of the prohibition is that it obligates the self with what does not obligate it, and a person may be unable to carry it out, or may be lazy about carrying it out. If he is lazy about carrying it out, that is the great danger. Allah the Exalted said:
(75) And among them are those who made a covenant with Allah, [saying], "If He should give us from His bounty, we will surely spend in charity, and we will surely be among the righteous." (76) But when he gave them from His bounty, they were stingy with it and turned away while they refused. (77) So He penalized them with hypocrisy in their hearts until the Day they will meet Him - because they failed Allah in what they promised Him and because they [habitually] used to lie. وَمِنهُم مَن عاهَدَ اللَّهَ لَئِن ءاتانا مِن فَضلِهِ لَنَصَّدَّقَنَّ وَلَنَكونَنَّ مِنَ الصّالِحينَ * فَلَمّا ءاتاهُم مِن فَضلِهِ بَخِلوا بِهِ وَتَوَلَّوا وَهُم مُعرِضونَ * فَأَعقَبَهُم نِفاقًا في قُلوبِهِم إِلى يَومِ يَلقَونَهُ بِما أَخلَفُوا اللَّهَ ما وَعَدوهُ وَبِما كانوا يَكذِبونَ
[At-Tawbah 9:75-77]

This woman who vowed to recite the mushaf but is unable to do so, her vow is dropped due to her inability, and she owes an oath expiation: she must feed ten poor people, giving each poor person one kilogram of rice, along with something to complete it, such as chicken, sheep, goat, or other meat.
