The third question of Fatwa No. ( 9913 ):
Q3: There are some people who make a vow with a portion of money or the ransom of a sacrificial animal to obtain the request they desire, some of whom seek healing, and some seek a lost right or something else. One makes such a vow for the sake of Allah, and in love for
Allah, he makes such a vow for so-and-so or the daughter of so-and-so. Please inform us about the vow and what is obligatory? May Allah reward you with good in this world and the bliss of the Hereafter.
A3: First: It is not prescribed for a Muslim to make a vow; because it is established that the Prophet (peace and blessings be upon him) said:Sahih Muslim 1639c , but if he vows to obey, he must fulfill the vow; due to the saying of the Prophet (peace and blessings be upon him): Sahih al-Bukhari 6696 narrated by al-Bukhari and Muslim . Second: Vowing for other than Allah is major shirk (associating partners with Allah); because it is worship, and directing it to other than Allah is shirk. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

It does not (necessarily) bring good (in the form of substantial, and tangible results), but it is the meant whereby something is extracted from the miserly persons.
إن النذر لا يأتي بخير وإنما يستخرج به من البخيلWhoever vows that he will be obedient to Allah, should remain obedient to Him; and whoever made a vow that he will disobey Allah, should not disobey Him.
من نذر أن يطيع الله فليطعه، ومن نذر أن يعصيه فلا يعصه
