Is anger a barrier to declaring a person who insults Allah the Exalted a disbeliever?

Machine translationRead the Arabic original
The questioner : ... If one says it in anger ...?

The Shaykh : Likewise, my brother, he is not held accountable. Our Lord, Mighty and Majestic, mentioned in the Noble Qur'an the story of Musa (peace be upon him) with his people when he went to converse with his Lord. When he returned with the tablets of the Torah in his hand, and was informed by his brother Harun (peace be upon him) that his people had worshipped the calf after him, he took the tablets and smashed them on the ground. If a Muslim did this with the Noble Qur'an intentionally and deliberately, he would be declared a disbeliever. But the speech of Allah, which is the Torah, is not something one does intentionally. Therefore, anger is also an excuse. For this reason, the opinion of some scholars, which is the correct one, is that the ruling of a judge who is angry is not executed. If he divorces his wife while angry, his divorce is not executed. He (peace and blessings be upon him) said:
Let the judge (Qadi) not pass a judgment when he is angry. لا يقضي القاضي بين اثنين وهو غضبان
Sunan Ibn Majah 2316Sahih (Darussalam)
Why? Because anger prevents its owner from thinking rationally. He (peace and blessings be upon him) also said:
There is no divorce in a state of being overwhelmed. لا طلاق في إغلاق
Sunan ad-Daraqutni 16:86
"Ighlaq" was interpreted with two meanings. The first meaning is coercion. If a man coerces another man for his own purpose to divorce his wife, and this happens often, then the divorce does not take place because he was coerced. It was interpreted with the second meaning, which is "ighlaq," meaning anger. If a man becomes angry with his wife in a certain circumstance or state and divorces her, this divorce is void and has no value. The story of Musa (peace be upon him) with the tablets is the greatest evidence that the angry person is not held accountable. However, this angry person is advised to control his nerves. And we advise those who rush to divorce their wives in a state of anger: we advise you, people, to fear Allah and remember the saying of the Messenger (peace and blessings be upon him):
A strong person is not the person who throws his adversaries to the ground. A strong person is the person who contains himself when he is angry. ليس الشديد بالصرعة إنما الشديد من يملك نفسه عند الغضب
Muwatta Malik 47:12
So we tell them: You may ask some people about your divorce of your wife in a state of anger, and he will divorce her for you while you trust in his knowledge, but afterwards you will regret it, and there will be no time for regret. Therefore, do not get angry. I like, on this occasion, a hadith in Sahih al-Bukhari where a man came to the Prophet (peace and blessings be upon him) and said to him: "Advise me, O Messenger of Allah." He said:
Do not get angry لا تغضب
As if he found a word that had no value, he said: "O Messenger of Allah, advise me." He said:
Do not get angry لا تغضب
He said: "O Messenger of Allah, advise me." He said to him:
Do not get angry لا تغضب
Three times, as if the man finally turned to himself and applied it in his life. He said: "I found all good in leaving anger." Therefore, the strong one is the one who controls himself when angry.
