The questioner : The honorable Shaykh, this questioner says that he is an imam in one of the mosques and finds it difficult to recite from the Qur'an in the Fajr prayer from memory. He says that he makes many mistakes and reads from the mushaf by looking at it, not from memory, saying, "Because I become mentally exhausted." What is your honorable opinion regarding what he mentioned?

The Shaykh : There is no harm in this; that is, there is no harm in reciting the Qur'an in the obligatory or voluntary prayer from the mushaf while praying, because that is a need. And even though he will move by turning the pages and carrying the mushaf and placing it on the ground or on a chair around him, this is a minor action for the benefit of the prayer. This mostly occurs in the Fajr prayer on Friday. The prescribed practice for the Fajr prayer on Friday is to recite in the first rak'ah "Alam Tanazzala" (Surat al-Sajdah), which is between Surat Luqman and Surat al-Ahzab, and in the second rak'ah
Has there [not] come upon man a period of time هَل أَتى عَلَى الإِنسانِ حينٌ مِنَ الدَّهرِ
[Al-Insan 76:1]
, which is between Surat al-Qiyamah and Surat al-Mursalat. One recites both surahs in full in the Fajr of every Friday and continues to do so except for a little, meaning, for example, once a month one recites other than them in the Fajr of Friday so that people do not think that it is obligatory to recite with them in the Fajr of Friday. These two surahs are long, and it may not be easy for every imam to memorize them from memory, so there is no harm in reading from the mushaf.
And here is a point in this issue, which is that some imams divide Surat al-Sajdah between the two rak'ahs, or recite half of Surat al-Sajdah in the first rak'ah and half of Surat al-Insan in the second rak'ah. This is an error, because in that case, he has split the sunnah. Either he must come with the sunnah in full, or he must recite with other surahs. Yes.

The questioner : May Allah reward you and bless you.
