The questioner : If you are far from water, or have only a little water for drinking, and you want to read the Qur'an from the mushaf, is that permissible for you?

The Shaykh : Yes, this is permissible. If the water is far away and you cannot reach it except with difficulty, and you have only water for drinking, then perform tayammum (dry ablution with clean earth), based on the saying of Allah (Blessed and Exalted is He):
and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful. فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُمْ مِنْهُ مَا يُرِيدُ اللَّهُ لِيَجْعَلَ عَلَيْكُمْ مِنْ حَرَجٍ وَلَكِنْ يُرِيدُ لِيُطَهِّرَكُمْ وَلِيُتِمَّ نِعْمَتَهُ عَلَيْكُمْ لَعَلَّكُمْ تَشْكُرُونَ
[Al-Ma'idah 5:6]
