Question:
Some Muslims go out of Riyadh on days off for a picnic, without intending to travel, and they take with them a small amount of water. When it is time for prayer, they perform tayammum instead of using water, claiming that the water is scarce, even though they are able to search for water or carry it with them during the trip. Is tayammum permissible in this case? And if it is not permissible, what is the ruling on this prayer without wudu'?

Answer:
If they go out for a picnic and the time for prayer arrives, and they have only a small amount of water sufficient for their need—and the water is far from them—they should pray with tayammum. Even if they did not carry it with them, if they do carry it with them, that is better if it is feasible. However, it is not feasible for everyone to carry water with them.
If water is easily accessible to them nearby, it is obligatory for them to perform wudu'. If it is far away and known to be difficult for them to reach, or if they would waste their time because of its distance from them, then there is no blame on them for performing tayammum. The Companions used to perform tayammum when the water was far from them and difficult to reach.
