What is the ruling on residing in the lands of the disbelievers?

Machine translationRead the Arabic original
The questioner : There is a brother here next to me who clarified my previous question. He told me and wrote on the paper that we live here among sins in Europe, and we see women committing sins, such as front-to-front intercourse and others. So the previous question returns: should we remain here despite that?

The Shaykh : It is not permissible to remain in the lands of disbelief. Going to the lands of disbelief and staying there for years is not permissible except out of dire necessity. We have many lectures that revolve around his saying (peace and blessings be upon him):
The Muslim and the mushrik (one who associates partners with Allah) do not see each other's fires. المسلم والمشرك لا تتراءى نارهما
. Therefore, the efforts of the youth in the lands of disbelief and misguidance—although they preserve themselves, they are unable to do anything for the benefit of the Muslims.

The questioner : May Allah reward you with good, O Shaykh.

The Shaykh : And beware, my brother. Do you have something else?

The questioner : No, no, I asked you about touching.

The Shaykh : I think I answered you, and the last thing I mentioned to you was the hadith of Aisha (may Allah be pleased with her):
The Messenger of Allah (peace and blessings be upon him) would kiss some of his wives and then stand up for prayer without performing ablution. كان رسول الله صلى الله عليه وسلم يقبّل بعض نساءه ثم يقوم إلى الصلاة ولا يتوضّأ
