The Shaykh : Al-Masjid al-Haram is like other mosques, and Makkah is like other lands. The times of prohibition in other lands are the same times of prohibition in Makkah; there is no difference. Just as voluntary prayer that has no specific cause is not permissible during the times of prohibition, so it is not permissible in Makkah or in al-Masjid al-Haram. As for prayer that has a cause, such as the greeting of the mosque and the two rak'ahs of tawaf, there is no prohibition for these, neither in Makkah nor elsewhere. Yes.
