The questioner : O Shaykh, I heard one of the scholars say that the statement of the Exalted and Majestic is He:
Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earth وعد الله الذين آمنوا منكم وعملوا الصالحات ليستخلفنهم في الأرض
[An-Nur 24:55]
to the end of the verse. He said here that this verse is distinguished by the statement of the Exalted and Majestic is He:
Allah has promised those who have believed among you وعد الله الذين آمنوا منكم
[An-Nur 24:55]
So the word "among you" distinguished it and gave this verse a special status. What is the meaning of this statement?

The Shaykh : This statement is correct.

The questioner : Yes.

The Shaykh : Because individuals are not equal in the strength of their faith or in the weakness of their faith. This matter is clearer today in a stronger way.

The questioner : Yes.

The Shaykh : What is the number of Muslims today? How many billions?

Another questioner : One billion.

The Shaykh : One billion or so. Does a sane Muslim think that this billion of Muslims are the ones who will be given authority in the earth? Most of them do not reason, and most of their faith barely weighs as much as a feather. Rather, from among them is a group who, if they gather and take hold of the lawful, cosmic, and natural means, they are the ones for whom Allah will establish authority in the earth. It is not everyone who claims to belong to Islam. This is the meaning of the aforementioned verse.

The questioner : Does
From among you منكم
refer to the faith of the Companions?

The Shaykh : All of them are included in them. Abu Bakr is included, and as some expressed it, the Bedouin who urinated on his back is included, but he is a Muslim. Do you think they are equal, for example?

The questioner : No

The Shaykh : They are not equal, for example.

The questioner : May Allah bless you.

The Shaykh : May Allah bless you.
