What is the ruling on the funds collected for the mujahideen? Where do we put them, and to whom do we give them?

Machine translationRead the Arabic original
The questioner : Regarding this, you mentioned a moment ago that the funds that came for jihad—now many people are collecting and they have money. Where do they spend these funds?

The Shaykh : Excuse me, they have money.

The questioner : The mujahideen collected the money.

The Shaykh : It was collected in the name of the mujahideen.

The questioner : Yes, in the name of the Afghan mujahideen. Now, as you know, the state suddenly collapsed, and fitnah (trial, discord or temptation) arose, so they stopped helping it. So, do we have to send it to the best of them and say, for example, our brothers in Kunar, and their methodology, and the evil expected of them or plotted against them, or is it spent in other places of jihad in Eritrea or elsewhere, or is it spent in general expenses? What should be done with it? May Allah reward you.

The questioner : I say it should be spent on all the mujahideen in all the lands of the world, who at least are not thought to have a share in the agreement with the Americans and with this temporary government.

The questioner : Another question may be raised.

The Shaykh : Please.

The questioner : Even if this state is established, there will be some sincere people inside Afghanistan who will establish some institutes and schools that represent the methodology, teaching the methodology of the Salaf (the earliest generations), whether, as we said, our brothers in Kunar or others. There may be individuals, as is known from the mujahideen—I do not say that all of them are in Kunar. Is it permissible to spend these funds on them and consider it as spending in jihad, or must it be spent in the jihad that is currently active, such as the Kunar faction?

The Shaykh : It is spent on the one who is most deserving.

The questioner : The one who is most deserving.

The Shaykh : Yes.

The questioner : Also, a sub-question: Again, some of those who donated for jihad and were donating with the intention of jihad and the poor among the mujahideen. Many of the Afghan brothers who have now returned to their lands and homes are poor.

The Shaykh : Correct.

The questioner : Is this not considered part of the impact of jihad, so that spending money on them is their right?

The Shaykh : Yes.

The questioner : May Allah reward you.

The Shaykh : And may He bless you.

The questioner : May Allah open the door of knowledge for you, O Shaykh.
