Continuation of the discussion regarding Abdullah al-Habashi.

The Shaykh : And I do not know how the situation is with you there?

The questioner : In reality, they lie a lot, and it is not only their Shaykh who doubts them; even their leaders whom they send are of the same kind. That is, he goes to discuss with you and says, "By Allah, I went to seek their repentance."The Shaykh : And he repented through my hand, and they said this about me personally, even though they are in the worst state with me. Some of them, I swear by Allah, are open sinners. May Allah be pleased with 'Umar. I swear by Allah that this is not true, and that if he had discovered it, he would have left them immediately. And after a week, there was a debate in Sydney, and he was reading for their Shaykh and said, "This is true, and this confirms the hadith of the Prophet (peace and blessings be upon him)
Cursing a Muslim is open sinfulness... سباب المسلم فسوق ...
and it is cursing 'Umar... 'Ali, so he is an open sinner!"

The Shaykh: Allahu Akbar.

Another questioner : They have a book that declares the Wahhabis disbelievers and they attack the Wahhabis!
So we want the ruling of the Shari'ah regarding them, the final ruling...

The Shaykh : No, we do not want that. We do not give a final ruling regarding all the misguided sects. The final ruling is that they are misguided sects. But to give a final ruling regarding every individual in the sects, that is deviation, transgression, injustice, and aggression, which is not permissible for us. For example, the Shi'ah, and those who are called the Rafidah, many of their scholars—we do not doubt their disbelief and misguidance, like Khomeini, for example, because he declared his disbelief in his treatise "The Islamic Government." But we cannot condemn every individual in the Shi'ah as adopting this creed; they may be upon the fitrah. For example, regarding those who are called the people of the Sunnah and the community, meaning those who worship Allah (Mighty and Majestic) according to the four schools of jurisprudence, many of the general Muslims do not adopt the philosophy of the Asha'irah, who deny the attribute of elevation for Allah and say that Allah is not above, nor below, nor to the right, nor to the left, nor in front, nor behind, nor inside the world, nor outside it. The general Muslims do not know this philosophy. In fact, I believe that even the disbelieving Christians and Jews probably do not share in this misguidance. The general Muslims are still upon the fitrah, because the fitrah is that they raise their hands and ask Allah (Mighty and Majestic). So we cannot say that every individual in the people of the Sunnah—and who are the people of the Sunnah now? The Maturidiyyah and the Asha'irah—if these are like those, no, we do not say that. This is regarding the people of the Sunnah, so what about the Shi'ah? The Shi'ah have acts of disbelief and misguidances. And it is sufficient for you as a reminder what they claim regarding the Mushaf of Fatimah, and that one who wrote a treatise—I do not know what its title is—proving the distortion of the Book of the Lord of Lords. The point is, does every individual in the general Shi'ah believe that the Mushaf is distorted? No, by Allah.

The questioner : We establish a rule...

The Shaykh : That is it.

The questioner : Whoever it is.

The Shaykh : Whoever it is, that is it. Therefore, it is not permissible to issue a general fatwa. Rather, whoever believes in what is disbelief, he is a disbeliever. But here there is another addition that must also be in your minds: whoever believes in what is disbelief, he is a disbeliever, provided there is warning and notification!

The questioner : Establishing the proof upon him and explaining it to him.

The Shaykh : Yes, with these two additions, we can say so-and-so is a disbeliever. But like this, in a lump, "these are disbelievers," that is not permissible.
