The questioner : He saysThe questioner : My dear Shaykh, students in the West who follow the methodology of the Salaf have rebuked us, saying that it is not obligatory for us to respond to the call to prayer in the mosque because they do not hear the adhan. It is known that the mosques there are apartments, and it is known that they work or teach, and they know the times of the prayer and the iqamah. They also rebuked us regarding the line placed on the mosque carpets to align the rows.
The Shaykh : Repeat the first part or the first question for me?
The questioner : That it is not obligatory for us? They rebuked us, saying it is not obligatory for us to respond to the call to prayer in the mosque because they do not hear the adhan, knowing that the mosques there are apartments?
The Shaykh : There is no doubt that this rebuke is the one that is wrong, because prayer in the mosques, as we said today in a session we were invited to, Allah the Exalted says in the Noble Qur'an:[Al-Baqarah 2:43] So His saying: [Al-Baqarah 2:43] is not a repetition of His first saying: No, rather it is the establishment of a new legal ruling, meaning that this prayer which you are commanded to establish, you must establish it with the Muslim community. So if the Muslim community is in a mosque, as it is obligatory that it be in the lands of the Muslims, or if it is in some houses, as is the case with the afflicted Muslims who reside in the lands of the disbelievers, then these and those have a ruling regarding the obligation of attending the congregational prayer, or the lack of obligation. This ruling is that whoever is in a place where he hears the call, it is obligatory for him to respond. So if it is assumed that he did not hear for one reason or another, but he knew that the time for prayer had arrived, then he must attend. He has no right to make an excuse or to offer an excuse afterwards by saying, "I swear to Allah, I do not hear the adhan." But you do not hear the adhan, yet either you know that the time for the adhan, the time for prayer, has arrived. In this case, the adhan is an announcement, and the announcement has occurred in one way or another. Or if you did not know, then in that case you are excused. This is the answer!

And establish prayer and give zakah and bow with those who bow [in worship and obedience].
وأقيموا الصلاة وآتوا الزكاة واركعوا مع الراكعينand bow with those who bow [in worship and obedience].
واركعوا مع الراكعينAnd establish prayer
وأقيموا الصلاة
