The Shaykh Al-Albani’s statement that individuals are unable to prepare the means to repel the aggression of the aggressors, but that this is the task of Islamic states.

The Shaykh: Islamic states are negligent in providing the Muslim peoples with the reinforcements that would save them, and then some individuals from some of these peoples attempt to perform this obligatory duty, which is impossible to achieve, because traveling from these Arab countries to Bosnia and Herzegovina requires many, many aircraft and a great deal of various weapons. By Allah, if a hundred students, a thousand students, or thousands of enthusiastic students went there with nothing but what are known today as light weapons, what would these weapons do against the tanks and aircraft possessed by the enemies of the Muslims in those lands? Therefore, we never advise this, because it results in a loss similar to the losses we have suffered in some Islamic countries due to rushing into something before making the necessary preparations for it, as it was said in some of the old sayings: "Whoever rushes into a matter before its time is afflicted with its deprivation."
