Often, rulers and authorities who deviate from the Shari'ah and stray from the methodology of the Prophethood find an excuse in the common practices and customs of people to abandon what is wrong; indeed, to spread it and make it widespread, to neglect enjoining good and forbidding evil and to suppress it, to restrict those who practice it, and to deepen their alienation. They also find among those who claim to belong to the religion—Sufis, mercenaries, opportunists, and their like—those who rub against them to display their concern for the religion and their zeal for it, in exchange for being enabled to spread their misguided paths among the Muslims and promote them; this is in accordance with the saying of Allah the Exalted: [Al-An'am 6:129].
And thus will We make some of the wrongdoers allies of others for what they used to earn.
