It appears to me that this hadith is weak, but there is no doubt that the scholar is not equal to the ignorant person in any way, due to the saying of Allah the Exalted:[Az-Zumar 39:9] and His saying the Exalted: [Al-Mujadila 58:11] As for preferring him by this specific amount, the hadith is weak in my opinion, and I had not verified it, and Allah knows best.
